It appears this is altering the NPCs in Raidable bases. The NPCs did not have their normal gear and did not attack. I tested by unloading both, reloading just Raidable base and it behaved normally.

I do understand you are not responsible for compatibility, so this might not get resolved.

In the mean time you can disable custom NPC clothing by setting "Custom NPC Clothing": {} in the config file
