Out of the box install and we are able to hurt each other, any suggestions welcome.

Open the GUI and make sure that the top right shows that the plugin is "Globally Enabled" (green button near top right).  Click on the default ruleset and make sure it shows as "Enabled" (green button near top right).

If you have made a copy of the default ruleset, but its default damage is set to true AND has no zone assignment, it will likely override the default globally.

Otherwise, there may be some other plugin that is in conflict.
