Please download it again, and put it again in the plugins folder.
That shouldn't happen, there's nothing missing

Nice! a better error. Now i assume you're using "oxide" right?
Please now follow this:
Drop this file in your gameserver root folder
RustDedicated_Data/Managed/Mono.Data.Sqlite.dll

This error is caused by oxide, a few versions ago "sqlite" dll was removed from that framework (don't know why), just add it again and restart the server (Not the plugin, restart the game server, so the dll will be loaded)

thank you for the help but I don't have access to the gameserver root file as it is hosted by a 3rd party

Try asking their support to add it, or try reinstalling server with "carbon" framework instead of "oxide", these are the only 2 fixes for that issue
