What exactly do you mean?
Does it target people that are authorized? If so, check if the "Target helicopters that authed people are flying" option in the config is set to false

I tried that but they just shot the turrets at the players

I don't understand what you mean, is it targeting players it's not supposed to (authorized players) or targeting minicopters of authorized players?

They shot the turret at players who were not authorized to use the turret.

For PvE servers, the turret can be set to only target NPCs by setting "Only Target NPCs / Don't target players" in the config to true.
If it's set to false, the turret will only target people that are not authorized on it.
