The creator of the plugin that handles the keycard would need to handle the feature. My plugin doesnt change the vanilla recycling functions at all besides blacklisting some items.

You would be better off writing a dedicated recycling plugin to handle this. PersonalRecyclers is designed to provide a deployable recycler that players can have in their base, and is only accessible to them and their team. Your suggestion is outside of the scope of my plugin.
