How does this work?

Am I missing something? I downloaded the plugin, installed both files and read all the description information. I don't see any commands or explanations on how to start this or how it even works. Does it run 24/7, is it an event that happens every certain amount of time or is only activated by commands that arent even posted. Need some more information please.

Got it to work finally.

Running 24/7, constant amount of cars is riding around the map. If any is destroyed, new one is spawned.
