I don't know what stim is, the map is always empty but a random tank spawns but there is no place for /buytank

I think it's because you have 
"Tank Route - Use all default roads": true,
and 
"Tank Route - Remove Timed-Event Roads From Purchasable Pool": true,
so it removed all roads.

Just change the 2nd option to false and it shouyld start working
