unable to use 'recordcarpath' console command

Hello I have just installed the TrafficDrivers plugin and it seems like I am unable to record a path using the 'recordcarpath' console command. Nothing is happening, no error no message no console output. I tried disconnecting and reconnecting as admin with auth level 2 and still no luck. I am on carbon modding framework I am not sure if that matters. Please help!

Also I has set "Prevent attacking players first?": false, 

However, NPCs and (NPC driver) do not shoot or chase players on sight and we're still required to shoot at the car or each NPC individually for them to begin attacking us.

Did you grant "drivercontroller.admin" permission?

Do you have any other plugins that may affect NPCs targeting?

No we dont modify NPCs in any way on our server. I have unloaded all plugins as a test and loaded only TrafficDrivers + DriverController and the NPC behaved the same way and never fired at us until we fired first, same thing with the NPC Driver car, they don't chase us until we actually fire once at the car. Furthermore, when we spawn a scientistnpc_roam from console it behaves normally and fires at us immediately.
