unable to build in custom cave D0 area

We had everything working correctly but then the server crashed and had to rebuild. The server is now fully restored but areas that could be built are no longer allowing anything to be placed or built. 

Top left x in the water. I havent tried the other spots since the rebuild. 

Any idea whats causing this or a fix?

Yeah something is bugged because now all of a sudden it allowed most of the areas that were previously blocked. What do you think?
