recycle items not functioning as should

people have noticed that when recycling not receiving kits at the normal amount i have tried setting recycling at 100% chance but its still not working we are getting them but very rarely do you have idea what can maybe causing this

Do you have a plugin that modifies the recycler in any way shape or form?

i just got epic loot to replace it and using the enhance item perks for the legendary items instead its worked out really well
