Anytime the server reboots, the plugin will not load till I manually reload the plugin.

You can try to use some plugin with scheduled commands for reloading plugin after restart. For example try AutoCommands from Umod.
This is not a plugin bug. There is something wrong on your server. Plugin works fine on my own server.
