Workshop skins don't work

I added a wallpaper from the steam workshop:

        "SkinID": 3351481286,
        "Wallpaper Name": "Test"

The skin comes up, but when I select it, it will only paste the default blue wallpaper. It does the same thing for any additional wallpaper I add. 
- Am I doing something wrong?

Hello that is an old wallpaper that needs updating basically when face punch added ceilings and floors the tag on the steam workshop changed from wallpaper to wallpaper.wall wallpaper.ceiling wallpaper.floor only Wallpapers uploaded correct tags and item numbers will work
