skins not working for players

i have had /skin working but this wipe after update ,players are reporting they dont have permissions ..

but when in menu all permissions to use are on ,,,mine work as admin but players arent ,,,just cant seem to get it to work ,,reloaded many times nothing can someone help with this problem

Checked. I was able to open the menu.

Check to make sure all permissions are granted and to exactly the right groups?
