Plugin won't work

Hello, I can't get the plugin to load at all, everything plugins are working but when I try to load this one or add it nothing happens. Its added to the server but the server won't detect it. Am I doing something wrong, can someone help?

Hi, please make sure to install it correctly.

Carbon: root_folder/carbon/plugins
Oxide: root_folder/oxide/plugis

Also make sure to add "Mono.Data.Sqlite.dll" (root_folder/RustDedicated_Data/Managed/)
Required plugin: https://umod.org/plugins/image-library

Restart your server

Then, keep an eye on the console and verify that the plugin loads correctly.
If it doesn't, use these commands and tell me what error you get.

Oxide: o.load Creative   or oxide.load Creative
Carbon: c.load Creative
