Auto upgrade not working

When placing anything the auto upgrade feature is not working. When I select stone and place it places twig but I can still hear the stone sound as if it was being upgraded to stone. Same for every material type.

I have the auto upgrade when placing setting enabled. I have every other plugin unloaded except for Image Library.

My config file is attached.

Disregard. Got it working by doing a fresh install of Carbon.
