Unable to use /skinrequest

I'm having an issue whereby when I try to request a skin, it says; 

Skin requests are disabled on this server.

I believe all the correct permissions are assigned. I cant see anything in the config that would enable them, so what am I missing? I'm not sure where to look next.

hey sorry for the wait, i havent had access to my pc for a few weeks. the error message "Skin requests are disabled on this server." is not from my plugin. So maybe you have another plugin that is over-riding the commannd.

Changed Status from Pending to Not a Bug

Changed Fixed In to 2.1.9
