Hello my friend, the recycler is designed as an object, it can only be used as an object by installing it on the ground or in a house. You can issue this item via a console command, for example in your store or other plugins.

How do i do that i can't seem to figure that out?

To give an item to a player, use the command : give.recycler Steam64ID
Your players can also craft it if you have enabled this feature in the configuration using the command : /rec
