Kills Being Blocked Since Update

Since the last update, kills are no longer showing correctly in RCON. It just shows the steam ID instead of the entire info. This is bad because it prevents apps like RustAdmin from being able to track deaths.

Current entry: 

76561198200161362

When BotReSpawn is off: 

dusty.live[76561198200161362] was killed by Milfred[76561198328184183] at (760.51, 38.59, 212.07)

I see this was added as a config option in 1.3.8. Did you know it blocks all kill messages? Did you mean to set it to true?
