Attack Heli Damaging Wooden Ladders To Bunker Bases

Had this happen a few times over the past few wipes

Players who are using the bunker base with the wooden ladder
When they get rocket attacked by heli, the heli breaks that wooden ladder, and the players can't leave the base

Is there a way to block damage from the attack heli on the building sites?

I'm guessing I can use rules in TruePVE to block rocket damage to wooden ladders, but that will also cause other issues, like players not able to destroy wooden ladders on their bases from other players

So curious if there's another way to block damage to Building Sites
