Suggestion for adding additional permissions

Is it possible for you to add a permission called "Moderator", a permission called "toggle" and add some lines to the config file for this?

It would be perfect if a moderator couldn`t toggle on/off this plugin so they allways would write in chat with activated plugin and BettterChat group "Mod"

Suggestion for the config file as an example:
