when you change the UI size in-game it affects your welcome panel. The screenshot will show you what i mean.

It's not bug, you put the image on "background" container which is supposed to stretch and cover whole screen regardless of player's screen resolution unlike other panels inside offset container which scales with user settings. 

I recommend looking at template number 4, that's how it should be done.
