When we have F1Spawn loaded, pressing f1 and choosing Items doesn't actually give you the item you select.  When we unload it, pressing F1 and choosing an item in Items works fine.

I was able to verify that this plugin works flawlessly both as admin and as a regular user as long as you have the permission to use it.

Make sure to double check your permissions.
