what plugin is needed for the card to function properly?

The cards do not require a plugin to function they are part of rust as stated in the post "Due to the bank prefab if you want to add this map you now need RustEdit installed on your server" maybe this is the answer to your question.

 

RustEdit on the server controls the wiring.

 

RustEdit can be found with the help of google as I do not wish to link other websites/forums here.
