There's no license key needed for using/editing WelcomePanel. License key was needed for web editor which was external service which I'm no longer offering. 

If you happen to use /edit command ingame and you got asked for license key, you can disregard that, I'm currently working on ingame editor and once it's done you'll be able to access it without needing any keys.
