The Braided Line skill does not stack with the same buff from EpicLoot, but simply overrides its value. We ran tests and got the following results:

No Kit, no Braided Line: Broken Lines - 13
S-Tier fishermans kit, no Braided Line: Broken lines - 0
No Kit, L5 Braided Line: Broken lines - 6
S-Tier fishermans kit, L5 Braided Line: Broken lines - 8
