Tea effects reversed

Hey,

when consuming a pure scrap tea in vanilla, the effects last 60 min.

When I put 2 points on the Tea party perk which is supposed to extend the duration of tea effects by 20% per level, then the same tea that lasted 60min on vanilla only lasts 25 min - so somehow the buff is counter productive. 

Its applying the time correctly, its just a visual bug with the client.
