Feature Suggestion; Make the spawn timer random

Right now its a static spawn timer and people on my server have figured it out and camp the event. It would be awesome if we could configure a time range and it spawned randomly in that range.

I love how they always try to take advantage of every small thing we add to the servers

Let me see what I can do, same for the Water Treatment Event 

Changed Status from Pending to Closed

Changed Fixed In to Next Version

I will add it in an upcoming version
