This configuration is ineffective, no matter what number is set? When players make purchases, they are prompted that the maximum purchase limit has been reached.

This configuration is unreasonable. It will calculate the number of all tugboats, including those that have disappeared, been retrieved, and corroded. Under normal circumstances, it should only calculate the total number of tugboats currently available and claimed by players.

Same problem here, new server, no players online, just me. I have set the max tugboats per player on 1 ... then i wanted to buy one and vendor said i had reached the maximum limit of 1. Changed the max per player to 2 .. wanted to buy one and said i had reached the maximum of 2 lol.

No matter what number I put in the max per player .. it always says I have reached the limit. Impossible to buy one. not even for free ....

To make it even stranger : there are no tugboats at all on my map since there are NO harbors on my map. Still.. I always have reached the maximum limit to buy one.

I see the issue. Will patch it next release. It works if the amount per player is 0
