Setting up NPCs

Hello, where do I control these NPCs, their clothes, health, shooting distance, how and where can I configure them to my liking?

The config files are similar to most config files, and are all located in the data folder and it's files.

No worries most plugins will be in the config folder but some more complex plugins use the data folders as well.
