No backpacks and poorly balanced?

Doesn't seem very well balanced... for example it's extremely hard to find SMG bodies. I see them in the loot table, but in about 8 hours of playing I haven't found a single one yet. I also have never gotten a backpack, and I don't see them in the loot table file...
