Cargo path going thru island

The cargo path in the Hemp Island goes thru the island... all players on the cargo will get squeezed between walls as terrain passes thru the cargo.  It has to dock into harbour which gave it a path into the island to allow it to dock.

Fixed. Map wipe is needed for the changes to take place sorry for the issue
