Reload Required After Server Restart

    Currently when my server restarts, instead of getting 1 RP per minute, they are getting 1 scrap per minute. I reload the plugin and it 'fixes' it and reverts to giving them 1 RP per minute. 
    Any ideas what might be causing this?

    This is not an issue where the config changes. The config stays as it was saved, but when the server restarts, I have to reload the plugin to start giving RP for time spent on the server. Any thoughts?
