NPC not loading, spaming server

Might be the new update might causing this not sure, attached screen shot from server.

Hi, I'll check the "error" but from what I can see in the image, you may have put the blimp too high, away from the main terrain of your map.

Yes you can use it, but some NPCs will not appear, after testing I have seen that some NPCs that do appear, you can use the blimp on your map (some NPCs do appear), if you want more NPCs this month you can create NPC points with some plugin. Sorry I can't give you another solution so far, but that's how Rust is with its updates.

I tested on my server I have on my pc packet got full something with the packet and kicked me from the server, so looks like I can not use it at all. and got this as well

I have tested it on my local server, it works perfectly, it does not take me out of the server, I have tested it without having any plugin installed, only a flat terrain and the blimp, everything is correct. I recommend you to do the same test, remember before to do a complete wipe on your local server, do not use plugins for a correct test.

I waited til  this new update, and still getting spamming as above, I can't remove my plugins for my events for just one thing, is there a way  it can be fixed so this is usable with other plugins?
