Commands only work with lowercase letters

I previously created a wipe setting to work with the scheduler. However, I entered the command as "Wipe Weekly" in the Scheduler plugin and gave up as it did not work. When this command did not respond in the console, the command I wrote in lowercase letters worked and I was able to wipe. It might be nice to add uppercase and lower case support in commands. Also, have you considered detailing the wipe messages? For example, there is a message when a wipe is to be performed and a separate message for the restart command.

I've patched it to allow case insensitive commands, it will be on the next release.

I'm not 100% sure I understood your second point about the wipe/restart message, on the config you can already set a wipe message.
If you want to use Scheduler to do a daily restart you can set the command to be: restart 600 'my restart message'.

For example, I set a message saying "the server will be wiped". However, when there is a countdown for the restart, it displays the same message. I want to separate these 2 messages.

"I think I asked for this for the wipe plugin, but I wrote it in the wrong place :)"
