How does one obtain XLIB.dll

How does one obtain XLIB.dll? The GUI is not even showing up for me ingame even with all the necessary perms? /admin works but even then I still cant see or find the GUI.

What are you doing here? 

I believe this ticket is solved, with the first question as well as the second + third question depend on the now internal DLL file.
If the customer has further issues I expect them to reply again, as I only marked the first question in the ticket as "not a bug" so it's easier to read in the further.

The GUI didnt work no matter what I did, went with another plugin.
