Request: Allow spawning anywhere

One of my players went out to sea so he can build a sky base out there, but we found out you can't spawn them on top of foundation. Can you give us an option to spawn them on foundations and such?

No, it was forbidden specifically to avoid mistakes with events and construction.

I understand, but I am asking for the option to be able to do this since not all servers are the same.
