Shops still appearing if Shops tab is disabled.

Disabling the "Shops" tab in the config still opens the "Shops" tab by default and is confusing for new players. Even if the Shops tab is disabled in the config, players must click on "Global Market" to see the global market on their first use of the command.

make that shop requires permission to be opened. If player doesn't have that permission it will automatically switch to the stock market and there should be no problems
