If I want to change the displayed items from paper to scrap, which file should I edit?

I tried changing "Currency" in the config file, but an error occurred and the ATM would not open.

Is there another part of the file that needs to be modified?

Please explain it clearly.  
Also, how should I verify that all players are seeing the correct scrap in place of paper?

Will future updates allow admins to confirm this from within the game?
