there is something in the medical tree that is shutting off XP

only way to fix is to repec

Not that I am aware of. The only thing that comes to mind is if "Allow players with god mode to receive xp?" is set to false and the player is in god mode.

 

Otherwise if you can figure out the skill causing the issue then I can investigate further.
