Question about configuration

Hi. Is the configuration only done through the WelcomePanel.json file?  
Is there another way to edit it in-game?  
Do I need to place the template's configs folder into the config folder?  
When editing, should I only modify the files in the template's configs folder, or directly edit WelcomePanel.json in the config folder?  
I want to remove "Command", "Rules", and "Discord" — how can I do this without causing errors in the console?  
I just purchased the product.
