file refuses to load onto my server pluss high security risk with anti virus software

Disable the anti virus or whitelist the file and it should load.

i tried that and still wont work server wont take it.

What framework are you running ?

If Oxide or vanilla rust, this .dll should be placed on the HarmonyMods folder on the root of your server.

Can you past the log files from the server when booting ?

Can you confirm you have the "Oxidation.Modded.X.dll" at the folder "D:/TCAFiles/Users/royc1/546212/HarmonyMods" i.e. at the root of you server folder.

Then it's a problem with you antivirus.. you need to add that folder to the exclusion list.

I'm sorry but I can't give support on cpanels.
My advice is to use file explorer or a sFTP client to upload the file directly to the correct location.
