Automated Muting Exact Word Matches Not Working

I have the exact word Matches and Partial word matches set out like this:

                        "EXACT_WORD_MATCHES": [ "123", "F@g" ],
                        "PARTIAL_WORD_MATCHES": [ "456",  "F@g" ]

Typing 123 in-game chat, does nothing.
Typing 456 in-game chat, I get muted.
