rulesto command not working properly

Hey,

When I do the command rulesto to send a player the rules again, it's not sending him the rules, instead, it's sending me the rules.
Please fix it 🙂 

Also, you can add the feature that when a player gets a kick from the server (not from the disagree button) the rules panel will appear again? and of course an option in config to enable/disable it.
