Just don't load or unload other plugins while the UI is open.

how do i make other plugins stop reloading

Plugins should only reload when you tell them to via console, or less commonly by some timed plugin - Say auto switching from main to purge or something like that.

If some plugin is frequently reloading check your console logs to see what it is.
It may have console output to tell you why.

I'm having the same issue and I'm definitely not loading and unloading plugins. I open Permissions Manager with /perms group and it stays open for 1-3 seconds, then the panel closes.

Edit: The problem for me is Server Armor. Suddenly it keeps trying to reload itself when API key isn't set or is invalid.
