Cannot spawn entities with command

I am trying to put a command in the shop that allows players to buy a horse / rhib / etc. but when I purchase the command, it doesnt give me a horse.  when I enter the same command in the console, it gives me the horse no problem. 
Here is the command I am trying to add: 

entity.spawn ridablehorse %steamid%
