Drones not working

It takes the eco from the player and says the package is on the way but it never comes.   Are there any know conflicts with other mods?  I use a level based permissions system for players.  Could this be the issue?  is there a "permission to use" command that i would have to assign for each group?  deleted the mod and config and did a fresh download but still just takes the eco points and gives no seeds?  Is there another way i could make these seeds available to my players like the server rewards store? This would eliminate the need for drone delivery all together.

Deleting the mod till I get some help.
