After a lot of testing with different configs it seems when using instant barrels you no longer get bonus loot from barrels with Xperience Scavenger skill, the issue seems to be with loot automatically going to your inventory it somehow doesn't give you the bonus however when you shoot a barrel from a distance and pick the loot up from the ground it works.
