Can spawn while building blocked

Found an issue where players can spawn the Police vehicles even while in Building Blocked Zones to grief players bases etc. Could you make a true/false config option to make it so players cannot spawn a vehicle if they are "Building Blocked" ?

SpawnModulecar also has these options so you cannot fetch while occupied, these are all huge helps. Thank you!

Would be amazing if this was fixed! this is a very important plugin for my server network, we have been around for 4 years now and this would be a huge help thank you!
