Can't add ruleset & default ruleset not there

Okay, so I got the default ruleset to reappear by deleting the plugin and all data. Then I reuploaded the plugin, however it is still not allowing me to add ruleset or edit the default ruleset.

Please get the latest version.  There was a problem about that in 1.0.74.  You will need to delete the db file then install the new version.
