Is there a setting to turn off the Npc Strafing left to right ? like there in a dance club ?

Yes! Set this option to 0 in oxide/config/DungeonEvents.json:

"NPC Seconds Shooting Before Move (0 = disabled)": 0

Then run de.reloadconfig in the server console to apply it. This disables the NPCs’ left-to-right combat strafing.
